Low-carbon development has become the core theme of China's urbanization. A major obstacle for Chinese cities is lacking tailored low-carbon development plan, which requires solid greenhouse gas (GHG) emissions accounting and system mitigation action plan, followed by pilots, monitoring and evaluation based on the GHG accounting and mitigation action plan. Therefore, understanding and study on city-based GHG emissions is necessary.

The World Resources Institute (WRI), together with the Institute of Urban and Environmental Studies of the Chinese Academy of Social Sciences (CASS), the World Wide Fund for Nature (WWF) and the Institute for Sustainable Communities (ISC), developed the GHG Accounting Tool for Chinese Cities (Pilot Version 1.0) and a Guide on the Tool, aiming to explore appropriate methods to measure city GHG emissions, help cities improve GHG accounting capabilities, promote the establishment and improvement of national GHG statistical and accounting system, and provide decision making support to cities’ low carbon development.

Over 80 participants from government, research institutions, non-profit organizations and the media will join the meeting to discuss the challenges and opportunities faced by China’s low-carbon city development, and will release the GHG Accounting Tool for Chinese Cities (Pilot Version 1.0).
