The study aims to fill the gaps in city climate policy assessment and provide references for Chinese cities to formulate climate action plans and policies. Based on the framework of the "City Clean Energy Scorecard", the study sorted out the climate policies of 12 sample cities and proposed an index system to evaluate the coverage of climate policies in domestic and foreign cities. The assessment framework includes 57 indicators in seven areas, including city-level initiatives, building policy, transport policy, energy and water utilities, local government operations, green finance, and waste management. The study finds that cities with high overall coverage of climate policies have clear sub-sectoral goals and plans and can form synergies. Financial means and human resources are crucial to the low-carbon development of cities and need to be further improved. The choice of a city's low-carbon strategy is influenced by several factors, but cities in general have bigger climate ambitions than countries. This study provides an important reference for promoting mutual learning between cities to promote low-carbon transformation.
